This resource page is for Massachusetts housing operators to access relevant materials and information needed for the implementation of their RANGE and Residential Retrofit grants. Please contact broadband@masstech.org with any questions.
RANGE Program
The Retrofit Ancillary Grantee (RANGE) Program provides grants directly to select housing operators already participating in the Residential Retrofit Program. Resources listed below enable housing operators to submit invoices and budget amendments, as well as required mid-point and final reports.
All RANGE grantees are expected to continue to use the SharePoint site for housing operators.
All grantees are encouraged to submit invoices early and as frequently as once per month. Invoices should be uploaded to the appropriate SharePoint folders (see above).
Grantees are required to submit a mid-point and final report. The mid-point report for RANGE cycles 1-3 was due June 26, 2026. The final report for all RANGE cycles is due December 1, 2026. Each grantee must submit one mid-point report and one final report per contract/cycle, using the appropriate form(s) linked below.
Residential Retrofit Program
The Residential Retrofit Program requires that every unit receive upgraded broadband wiring. The following assets were developed to facilitate awareness of the Residential Retrofit Program with residents and to explain the process. Assets are available in English, Spanish, Portuguese, Haitian-Creole, Simplified Chinese, and Vietnamese.

This 3 x 6 ft. stand-alone pull-up banner can be placed in a common area to let residents know about improvements and upcoming construction. Place the banner a few weeks before construction is set to begin.
Banners in English have been distributed to Internet Service Providers (ISPs). Housing operators should coordinate with their ISP on placement of the English banners. To request banners in other languages, housing operators must submit an order online. There is no cost to the housing operator for any requested materials.
The doorhangers can be physically placed at each unit to let residents know key details about the work. Share this in the week before construction work begins.
